This policy paper outlines SNAICC's approach to achieving stable and
culturally strong out of home care for Aboriginal and Torres Strait Islander children that ensures their continuing family and cultural connections.
It makes 23 recommendations for state, territory and federal governments to implement reforms and changes to out-of-home care for Aboriginal and Torres Strait Islander children.
It also includes a number of principles for developing national out of home care standards for Aboriginal and Torres Strait Islander children that reflect cultural and spiritual needs.
First published in 2005, and reprinted in 2007, this publications is currently out of print. This publication is available electronically (PDF) for download.
